That's not a one-off fee though, is it? It's just a smaller sub.

Default Getting new Sky card for up-front fee?

Does anyone have any idea if there is anyone else one can
register with for an up-front fee to get a new card without having to
subscribe to an expensive Sky package?

I wonder if registering with one of the dodgy adult services would
produce a new card from Sky. POUT only charges 5 to register but they
ask for a telephone number so maybe Sky would expect to find the box
connected at that number too.

Yep, so then Sky will send you a card, which will presumably be a V2,
and decode (for the time being) ITV-1, 4, 5 ?
