Default Sky Aerial

Our local council are installing sky to our block and want to charge us for the install of the socket inside.
the sky company will leave a tail outside anyones property who does not take up the offer can i then put the socket in myself?

Forgot to mention we would only be using it as an aerial as they are taking our old one away for the upgrade of digital, and replacing with the sky install.
