I have a monitor with an HDMI input but no SCART therefore I cannot connect
a standard Sky + box to it.

If I was to get a Sky + HD box do you still get the SD TV output if the only
connection to the monitor is via a HDMI cable or do you also need a SCART
connection as well?

If your monitor supports HDCP (most modern ones do) it can be used with Sky+HD.
The Sky STB can be set up upscale all SD output to 1080i (1920x1080) - so yes
you could watch SD programmes on it.
