First up, a nice collection of metalwork ...

Somebody obviously didn't have a long enough bracket for this next job -
but they found a way round it ...!

The dish is virtually at right angles to the building. From a large
scale map, the road is offset about 10 degrees east of north, so it is
pointing at something at around 10 degrees west - it's only 4 minutes
east of Greenwich.

you want.

Could be Atlantic Bird, Nilesat, or something.

No clue as to the ethnicity of the residents?

If it was pointing at Atlantic Bird 3 at 5.0° West, the most probable
reason would be for the reception of FTA France Television, or the
encrypted Fransat or BIS services.

No. I've never seen anybody entering or leaving when I've gone past and
there are no other clues on the building itself - posters, etc.

I've looked into this again - there is a perfect edge-on shot on Google
street view which confirms my perpendicular-to-the-wall statement (and
also shows that the amputation exercise has resulted in a slight twist!)

I've also looked at Java Jive's excellent calculator tool which shows
the 8.0°W bearing precisely along the building line - anything further
west would need some (RF) transparent brick work!

Also did you noticed that the URL on the dish is for a defunct
company/site now occupied by a holding page?

There is another most unlikely possibility and that it is being
used for ISP Internet connectivity
