Having only just found out the significance of the 'dreadful warnings'
on ITV/Ch4/Ch5 - by reading this newsgroup - I thought I should report
my experience this weekend.
Attempting to watch the Test Match the past two afternoons the Warning
Message pops up literally every few seconds thus making the channel
effectively unwatchable.I have checked and ITV and Channel 5 is the
same.
This is scandalous.As earlier discussions indicate there may be much
dispute among the Broadcasters as to whose fault has caused the
present farcical standoff between them.There is no doubt at all who is
causing me not to be able to watch three channels which I have
previously been able to watch. How to make friends and influence
people!
Are other people experiencing the same problem?What can be done about
it.?
P.S.My Sky Card is the one I was sent when I first subscribed to Sky
quite a few years ago when digital first started.When I cancelled my
sub 15 months ago Sky told me I didn't need another card in order to
be able to continue to watch the 'free' channels!

I could not agree more !

In the short term it result in extra cost for DSat users to get ITV, C4 &
C5. And if they
really wanted the goverment or ITC could force the companies to be available
to DSat
users for free.

In the long term it could wery well result in ITV, C4 & C5 being
on Astra 2D and FTA and who will complain about that apart from BSkyB...?

I do not think the ITC have the will to do that.
If the letter I got from them is anything to go by.
I think they are on Sky side rather than looking after the viewing public.

No, Sky aren't bound by must-carry rules like cable operators, but they are
required to provide access to their platform on a free and fair basis and
provide 'due prominence' to public service broadcasters. If they've been proven
to be unreasonable then the new Comms Act allows for Ofcom to enforce a
settlement.


it is nothing to do with the broadcasters. $ky owns the platform,
they are the ones that keep it maintained.

It's everything to do with the individual broadcasters, Sky don't own the
satellites nor the technical standards, their only 'weapon' is millions of
proprietary digiboxes, Videoguard encryption and their EPG. The BBC for instance
rent their own transponders from Astra, provide their own uplinks and don't
bother with encryption, they only pay Sky for EPG listings on their digiboxes.
Other broadcasters do exactly the same but they also pay for Videoguard.


Everyone in this country has the
right (as long as licences are paid) to watch all FTA terrestrial channels
on all platforms free.

There is no such right, certainly nothing about 'free', but it depends how you
interpret "readily".

these channels as I am sure was agreed to when they first started.

Sky aren't compelling to do anything but offer their services on a free and fair
basis at market prices, as for original agreements, remember Sky started off as
an unlicensed pirate service that wasn't bound by UK licensing laws (unlike BSB)
so the made no such commitments.


It is also the responsability of the BBC to make sure that $ky offers this
unconditionally. Unless the Government change the law so that SAT users
don't pay a licence fee but have to pay a sub for the terristrial channels
instead

The licence fee solely funds the BBC and they're FTA, they are fulfilling their
responsibilities. The commercial broadcasters are their own concern, if they
want to cut out some viewers on satellite they're able to do that, it seems.
