should be unique and not step on the toes of the private sector. As a
result, the BBC is unable to offer a sports channel, a film channel, a
comedy channel, a repeats channel (although some might argue that's what
we have with BBC3..) or any other sort of dedicated channel. Channels of
that nature are supposedly the job of pay-tv or advertising funded
companies.

I always thought that $ky outbid Aunty for Sports etc.
Not that I care, as I do not watch sport.

Normally a combination of being out-bid or not being able to give converage
the sellers may require - blanket coverage, advertising etc....
