No its MCB has tripped. He does not say whether it will now go back on again.
MCB trip (as opposed to RCD trip) suggests overload by short circuit, which should be fairly easy to find (power off, ohmmeter and nose).
If it is actually an RCD trip then one is looking for leakage to earth - stray loose wire, water in control etc.
