Well I stand corrected then.
I based my comment on a recollection that the TV receiving licence
used to say that it was a licence for the reception of tv broadcasts
including those of amateurs.
There certainly are some amateurs broadcacsting TV...

I think I was deceived because the statement is grammatically incorrect.
It should have been
'There certainly are some amateurs in broadcast TV'.
I'm sure that the broadcasting is still done by 'professionals'.
