It the television receiver is not being used to receive live television
broadcasts then it does not need to be covered by a licence.

However if you were to use it to view amateur television analog broadcasts
then it would need to be licenced.

Or, if you used it to view streaming of live television from the Internet
which is simultaneously being broadcast to the UKofGB&NI.

Or, if you connected a digital television converter box to view live
television broadcasts.
