No. In fact the BBC does not necessarily have to be impartial.

The last time I heard the "official" line, was that overall
in its program content, the BBC has to appear to offer a
overall balance from just the two main parties, with maybe a word
in edgeways from the Liberal Democrats, over the course of
its program output.

Did this news report about cuts to the education budget
also include any comments from FauX LaboUr or other parties
which are represented in the Westminster Parliament?
