Had the same problem myself just 2 days ago. When the computer detects that
a new usb appliance has been detected you have to choose to apply the
drivers that are to be found on the computer (as part of the installation
package?)

The problem is that the Toppy requires its own USB drivers. If you just
connect a Toppy to 'virgin' computer a generic set of USB drivers will
get installed for the Toppy and it will subsequently fail to connect.
You then have to first get rid of the garbage, install the proper
drivers and then connect the Toppy.

For reference, Altair is part of the Topfield Tools for Windows and can
be found at:
http://www.toppy.org.uk/downloads/windows.php

Topfield haven't produced any support for a 64bit Windows system and
that has been left up to a few customers. 64 bit USB drivers can be
found from one of the links i previously posted.
